After notifying the defendant, the United States Attorney’s Office is permitted to share any letter
written by the defendant and submitted to the Court with any victims of the offense as defined
under the Crime Victims Act, 18 U.S.C. § 3771(e)(2), regardless of whether the letter is
otherwise sealed or attached to the presentence report, unless the letter is filed under the
procedure specified in General Order 12-23 or the court orders otherwise. If the defense objects
to sharing the defendant’s letter with the victims, the United States Attorney’s Office may not
share any such letter with victims until the court has ruled on the objection.
