IN THE UNITED STATES DISTRICT COURT
FOR THE EASTERN DISTRICT OF VIRGINIA
IN RE: CRIMINAL JUSTICE ACT PLAN
CJA COMMITTEE APPOINTMENT ORDER
On November 6, 2019, the Judicial Council of the United States
Court of Appeals for the Fourth Circuit approved the Criminal
Justice Act Plan (“CJA Plan”) for the Eastern District of Virginia.
Section VIII(A)(1) of the CJA Plan provides that the Court, in
consultation with the Federal Public Defender, shall appoint three
divisional CJA Committees that shall consist of one district judge,
one magistrate judge, one federal public defender attorney, two
CJA Panel attorneys and an ex officio staff member employed by the
Clerk’s Office. By order of December 18, 2019, the Court appointed
divisional CJA Committees across the district for initial three-
year terms. As contemplated by the CJA Plan, these terms will be
staggered when reappointments/new appointments occur.
In the Alexandria Division, the Court initially appointed
United States District Judge Anthony J. Trenga and United States
Magistrate Judge Michael S. Nachmanoff. However, as Judge
Nachmanoff now serves as a District Judge, he will now serve as
the District Judge Chair and Magistrate Judge Ivan D. Davis is
appointed to serve as the appointed Magistrate Judge. Both are
1
appointed to serve the remainder of the unexpired term of their
predecessors. In addition, the designated Ex Officio Staff Member
will no longer be identified by name but will be identified as
“Operations Manager.” Accordingly, the CJA Committee shall
consist of the following members in the Alexandria Division:
Alexandria Division
Michael S. Nachmanoff, United States District Judge, Chair
Ivan D. Davis, United States Magistrate Judge
Geremy Kamens, Federal Public Defender
Nina J. Ginsberg, CJA Panel Attorney
Pleasant S. Brodnax, CJA Panel Attorney
Operations Manager, Ex Officio Staff Member
The Clerk shall provide a copy of this Order to all District
Judges and Magistrate Judges in the Alexandria Division, the
Federal Public Defender, and all CJA Panel attorneys for the
Alexandria Division, as well as post the Order on the Court’s
website.
It is so Ordered.
