IN THE UNITED STATES DISTRICT COURT 2¥27 ,,,
FOR THE WESTERN DISTRICT OF TEXAS 7 Py
EL PASO DIVISION
IN RE: YAZMIN GONZALEZ § BT;
§
ORDER
On this day, the Court considered the status of litigation initiated by Ms.
Yazmin Gonzalez in the El Paso Division of the Western District of Texas. Over
the course of little more than a year, Ms. Gonzalez has initiated approximately
fifteen lawsuits in this Division. And as of the date of this Order, at least six of
those lawsuits remain pending. Ms. Gonzalez has initiated all of these cases
manually and filed all subsequent documents therein on paper. And the Court has
provided her with notice of all of its orders via certified mail. Doing so in the
many cases to which Ms. Gonzalez is a party has required a significant expenditure
of limited, taxpayer-funded resources.
Ordinarily, pro se litigants may only be granted permission to register as
users in the Court’s CM/ECF electronic filing system on a case-by-case basis. But
the Court finds that Ms. Gonzalez’s uncommonly heavy caseload warrants an
exception to that policy. Ms. Gonzalez has informed the Court that she has access
to all of the technology required to file and accept service of all case documents
electronically. See Plaintiffs Notice to the Court Regarding Plaintiff's Electronic,
Software and Computer Capabilities, Gonzalez v. Consumer Legal Grp., P.C., No.
3:23-cv-187-KC (W.D. Tex. July 24, 2023), ECF No. 6.
Accordingly, it is ORDERED that Ms. Yazmin Gonzalez shall contact the
Clerk’s Office of this Division to REGISTER as a filing user with the Court’s
CM/ECF electronic filing system, by no later than August 28, 2023.
IT IS FURTHER ORDERED that once registered, Ms. Gonzalez shall
INITIATE all new cases, FILE all documents with the Court, and ACCEPT
service of all Court Orders and documents filed by other parties, electronically
through the CM/ECF system.
IT IS FURTHER ORDERED that Ms. Gonzalez shall comply with the
Administrative Policies and Procedures for Electronic Filing in Civil and Criminal
Cases of the United States District Court for the Western District of Texas. !
IT IS FURTHER ORDERED that the Clerk’s Office shall mail a copy of
this Order to Ms. Gonzalez at her current address on file, via certified mail, return
receipt requested. The Clerk’s office shall retain this original Order in its records.
Ms. Gonzalez is CAUTIONED that this Order may be rescinded at any time
and for any reason, including in the event that she abuses her privileges through
harassing, excessive, or otherwise unprofessional filings.

Ms. Gonzalez is FURTHER CAUTIONED that all deadlines in the
pending cases to which she is a party remain in effect. To the extent that any
deadlines may elapse prior to Ms. Gonzalez’s completion of registration for
electronic filing, she must file documents via mail or in person to comply with said
deadlines.
Ms. Gonzalez is FURTHER CAUTIONED that once registered as a user
with the Court’s electronic filing system, she will NO LONGER receive paper
copies of Court orders through the mail.
SO ORDERED.
