FOR THE NORTHERN DISTRICT OF OKLAHOMA
IN THE MATTER OF
AUGUST WAKAT FILING RESTRICTIONS GO 25-09
GENERAL ORDER
Between November of 2024 and June 2, 2025, August Wakat, appearing pro se, filed six

two were dismissed for failure to state a claim or lack of jurisdiction and three were remanded to
state court as improperly removed.
On July 8, 2025, an Opinion and Order [Doc. 80] was entered in Case No. 24-CV-564-
JDR-MTS, which advised Mr. Wakat that the Court may impose filing restrictions on him if he
continued to file frivolous complaints. A similar warning was included in an Opinion and Order
[Doc. 10] entered on July 30, 2025, in Case No. 25-CV-381-JDR-JFJ.
Since July 8, 2025, Mr. Wakat has filed five similar cases: 25-CV-380-SEH-JFJ, 25-CV-
381-JDR-JFJ, 25-CV-384-JDR-JFJ, 25-CV-386-GKF-JFJ, and 25-CV-389-CVE-SH.
WHEREFORE, this General Order sets forth, as a sanction upon August Wakat to prevent
further frivolous filings, the procedures of which he must comply in submitting certain pleadings
to this Court for filing.
August Wakat will be required to obtain leave of Court to submit future filings in any
existing case currently pending in the U.S. District Court for the Northern District of Oklahoma,
or to initiate a civil action in the U.S. District Court for the Northern District of Oklahoma without
representation by an attorney licensed to practice in the State of Oklahoma and admitted to practice
before this Court.

If Mr. Wakat wishes to submit future filings in existing cases or to initiate a pro se civil
action in the U.S. District Court for the Northern District of Oklahoma, he must comply with the
following:
1. The Clerk shall not accept or file any pro se submissions, filings, pleadings, or other
documents from Mr. Wakat for filing in an existing case or which purports to initiate a civil action.
If Mr. Wakat, proceeding pro se, submits a filing in an existing case or desires to file a new lawsuit
in the U.S. District Court for the Northern District of Oklahoma, he shall file a petition with the
Clerk requesting leave to file a complaint or other pleading that includes:
a. A copy of this Order and any subsequent Order;
b. A copy of the proposed complaint or pleading;
c. A list of all lawsuits currently pending or filed previously with this Court or any
other court, including the name, number, and citation, if applicable, and the current
status or disposition of each;
d. A list apprising this Court of all outstanding injunctions or orders limiting Mr.
Wakat’s access to federal court, including orders and injunctions requiring Mr.

district court’s decision, and describing with particularity the order being

challenged. The affidavit also must certify, to the best of affiant’s knowledge, that
the legal arguments being raised are not frivolous, malicious, or made in bad faith,
that they are warranted by existing law or a good-faith argument for the extension,
modification, or reversal of existing law, that the complaint is not interposed for
any improper purpose such as delay or to needlessly increase the cost of litigation,
and that the affiant will comply with the Federal Rules of Civil Procedure and the
local rules of this court.
2. The petition requesting leave of court to file pro se and the affidavit must be
submitted to the Clerk of the Court, who will forward them to the Chief Judge, or a judge
designated by the Chief Judge, for determination whether the complaint or pleading is frivolous,
malicious, or made in bad faith. The Chief Judge, or the Chief Judge’s designee, will either allow
the filing or issue an Order denying it. Failure to follow these procedures will result in rejection
of any further attempts to file in this Court. There will be no restrictions for cases in which Mr.
Wakat is represented by an attorney licensed to practice in the State of Oklahoma and admitted to
practice before this Court.
3. These restrictions shall apply to any case initiated by Mr. Wakat, individually,
jointly, or with other parties, whether related to the subject matter of Mr. Wakat’s prior or current
cases in the Northern District of Oklahoma or otherwise.
4. Any pro se Notice of Appeal to the U.S. Court of Appeals for the Tenth Circuit or
any other filing related to an appeal submitted by Mr. Wakat to the Clerk of the Court shall be filed
immediately and processed in the normal course of business.
The Court Clerk is directed to open an ongoing miscellaneous case for the purposes of
accomplishing the procedures set forth in this General Order.
