Case 4:25-go-00001-JFH Document 12 Filed in USDC ND/OK on 10/08/25 Page 1 of 4 IN THE UNITED STATES DISTRICT COURT FOR THE NORTHERN DISTRICT OF OKLAHOMA IN THE MATTER OF DEMOND TRAVELLE BOONE GENERAL ORDER 25-12 FILING RESTRICTIONS Between September 15, 2025, and October 1, 2025, Demond Travelle Boone, appearing pro se, filed thirteen cases in the United States District Court for the Northern District of Oklahoma. Of those cases, the Court dismissed eight for lack of jurisdiction. Based upon a preliminary review of the remaining cases, it does not appear that any complaint alleges jurisdictional facts to support subject-matter jurisdiction in this Court. WHEREFORE, this General Order sets forth, as a sanction upon Demond Travelle Boone to prevent further frivolous filings, the procedures of which he must comply in submitting certain pleadings to this Court for filing. Demond Travelle Boone will be required to obtain leave of Court to submit future filings in any existing case currently pending in the U.S. District Court for the Northern District of Oklahoma, or to initiate a civil action in the U.S. District Court for the Northern District of Oklahoma without representation by an attorney licensed to practice in the State of Oklahoma and admitted to practice before this Court. If Mr. Boone wishes to submit future filings in existing cases or to initiate a pro se civil action in the U.S. District Court for the Northern District of Oklahoma, he must comply with the following: 1. The Clerk shall not accept or file any pro se submissions, filings, pleadings, or other documents from Mr. Boone for filing in an existing case or which purports to initiate a civil action. If Mr. Boone, proceeding pro se, submits a filing in an existing case or Case 4:25-go-00001-JFH Document 12 Filed in USDC ND/OK on 10/08/25 Page 2 of 4 desires to file a new lawsuit in the U.S. District Court for the Northern District of Oklahoma, he shall file a petition with the Clerk requesting leave to file a complaint or other pleading that includes: a. A copy of this Order and any subsequent Order; b. A copy of the proposed complaint or pleading; c. A list of all lawsuits currently pending or filed previously with this Court or any other court, including the name, number, and citation, if applicable, and the current status or disposition of each case; d. A list apprising this Court of all outstanding injunctions or orders limiting Mr. Boone’s access to federal court, including orders and injunctions requiring Mr. Boone to seek leave to file matters pro se or requiring him to be represented by an attorney, including the name, number, and citation, if applicable, and the current status or disposition of each; and e. File with the Clerk a notarized affidavit, in proper legal form, which certifies that the claims have not been previously asserted and/or do not involve issues previously litigated and resolved, recites the issues presented, including the factual basis, along with a short discussion of the legal right asserted for modifying the district court’s decision, and describing with particularity the order being challenged. The affidavit also must certify, to the best of affiant’s knowledge, that the legal arguments being raised are not frivolous, malicious, or made in bad faith, that they are warranted by existing law or a good-faith argument of the extension, modification, or reversal of existing law, that the complaint is not interposed for any improper purpose such as delay or to needlessly increase the cost of litigation, and that the affiant will comply with the Federal Rules of Civil Procedure and the local rules of this court. 2 Case 4:25-go-00001-JFH Document 12 Filed in USDC ND/OK on 10/08/25 Page 3 of 4 2. The petition requesting leave of court to file pro se and the affidavit must be submitted to the Clerk of the Court, who will forward them to the Chief Judge, or a judge designated by the Chief Judge, for determination whether the complaint or pleading is frivolous, malicious, or made in bad faith. The Chief Judge, or the Chief Judge’s designee, will either allow the filing or issue an Order denying it. Failure to follow these procedures will result in rejection of any further attempts to file in this Court. There will be no restrictions for cases in which Mr. Boone is represented by an attorney licensed to practice in the State of Oklahoma and admitted to practice before this Court. 3. These restrictions shall apply to any case initiated by Mr. Boone, individually, jointly, or with other parties, whether related to the subject matter of Mr. Boone’s prior or current cases in the Northern District of Oklahoma or otherwise. 4. Any pro se Notice of Appeal to the U.S. Court of Appeals for the Tenth Circuit or any other filings related to an appeal submitted by Mr. Boone to the Clerk of the Court shall be filed immediately and processed in the normal course of business. The Court Clerk is directed to open an ongoing miscellaneous case for the purpose of accomplishing the procedures set forth in this General Order. IT IS SO ORDERED this 8th day of October, 2025. ______________________________________ JOHN F. HEIL, III CHIEF UNITED STATES DISTRICT JUDGE ______________________________________ SARA E.
