PRE-2024 COMMITTEE NOTE
This rule was the subject of substantial debate and compromise at the time of the 1997
revisions to the Local Rules. During the 2011 revision, the Committee, in the absence of
intervening decisions substantially impacting the subject of the rule, decided not to
recommend any changes to the rule.
