B. These procedures will take effect for all cases filed after February 16, 2026 and
will remain in effect until this Agreement is terminated by the USAO or the Court.
2. Acceptance of Service
The USAO agrees that entry of the order to respond to the petition by the Court complies
with and satisfies the requirement of service of the petition on all federal respondents under
Federal Rule of Civil Procedure 4 and 28 U.S.C. § 2243, and that the U.S. Attorney, or Assistant
United States Attorney, or clerical employee, accepts service on behalf of all federal respondents.
