Each United States magistrate judge appointed by this court is authorized and
designated by the Article III judges of the court to exercise all powers and perform
all duties described by 28 U.S.C. § 636 and by federal rules and other federal law
and may perform any additional duty that is not inconsistent with the Constitution
or laws of the United States or with these rules.
