The Chief Judge of this Court shall appoint one or more reporters who shall be empowered to
recommend amendments to these Rules. The reporters shall collect material relevant to proposed
changes. The Chief Judge of this Court shall also appoint an advisory committee composed of members
of the Bar who will assist the reporters in these functions. This provision does not limit the authority of
the Judges of this Court to adopt amendments independent of the reportorial process.
