In order to expedite the handling of requests for extension oftime in cases involving self-
represented habeas corpus petitions and prisoner civil rights actions, it is hereby
ORDERED that, as to defendants represented by counsel, motions for extension of time
shall include a separate proposed order. Self-represented parties shall not include a proposed
order with any court filings. This Order shall take effect fourteen (14) days from issuance.
