UNITED STATES DISTRICT COURT
WESTERN DISTRICT OF KENTUCKY
In Re: ELEVENTH SUPPLEMENTAL ORDER GENERAL ORDER
CONCERNING COURT OPERATIONS NO. 21-15
RELATED TO COVID-19 (NATURALIZATION
CEREMONIES)
***
In response to the then-emerging COVID-19 pandemic, the Court on March 20, 2020
entered General Order 20-03, postponing all naturalization ceremonies scheduled through May 1,
2020. On April 17, 2020, the Court entered General Order 20-09, again postponing all
naturalization ceremonies scheduled through May 29, 2020. On May 27, 2020, the Court issued
General Order 20-11, postponing all naturalization ceremonies scheduled through September 30,
2020. Finally, on September 25, 2020, the Court entered General Order 20-21 suspending all
naturalization ceremonies scheduled in the Western District of Kentucky until further Order of the
Court.
Though COVID-19 and its Delta variant continue to be present within the Commonwealth,
roughly 51% of Kentucky’s total population, and 61% of those 18 years of age and older, have
received at least one dose of the COVID-19 vaccine1. On April 19, 2021, the Court conducted its
first of several jury trials of the calendar year without incident and has largely resumed a normal
operational posture while continuing to observe all health and safety protocols promulgated by the
Centers for Disease Control and Prevention and by the Commonwealth of Kentucky.
While the Court shall continue to limit large public gatherings, in an effort to balance the
various interests implicated by the suspension of naturalization ceremonies, IT IS HEREBY
ORDERED that naturalization ceremonies within the Western District of Kentucky may resume
subject to such restrictions as the presiding judge determines are advisable given existing local
public health conditions.
This Order supersedes General Order 20-21.
