(a) Required Filings. A party seeking to consolidate two or more cases must file:
(1) a motion in the case with the earliest docket number; and
(2) a notice of the motion in all the other cases.
(b) Ruling. The judge assigned to the case in which the motion is filed will decide the
motion.
