The United States Court of Appeals for the Ninth Circuit maintains a law
library for the primary use of judges and personnel of the court. In addition,
attorneys admitted to practice in this court may use the library, when circumstances
require, while actively engaged in actions or proceedings pending in the court. The
library is operated in accordance with such rules and regulations as the court may
from time to time adopt. Pro se parties may use the court library only if they
obtain an order signed by any judge of this court.
