authority to define issues, make stipulations, and discuss settlement, shall attend the pretrial conference. The
Court may require that a party or its representative with settlement authority be present or reasonably
available by telephone in order to consider possible settlement of the dispute. Lead counsel must attend the
pretrial conference.
