For cases not settled earlier, counsel for plaintiff shall contact counsel for all
other parties to arrange an in-person conference among lead counsel and a person
possessing settlement authority for each plaintiff and each defendant to discuss, in
good faith, settlement of the case. The conference must be held no later than fourteen
(14) days after the close of discovery. If this personal conference does not produce a
settlement, the status of settlement negotiations must be reported in item twenty-six
(26) of the pretrial order, LR 16.4. Pro se litigants and their opposing counsel and
cases involving administrative appeals are exempt from the requirements of this rule.
